Summary:

The National Field Response (NFR) team takes the ASPCA's commitment to animals to the very doorsteps where help is needed. The team travels from coast to coast responding to requests from law enforcement and animal welfare professionals with the primary goal of removing animals from crisis situations created by natural disasters, animal abuse, hoarding or neglect.

The Manager of Disaster Response works under the direction of the Director of Disaster Response. This position will assist in the monitoring of national disaster readiness and response capabilities and help to inform the ASPCA’s strategy to improve capabilities in key locations. This will be achieved through fostering partnerships with Non-Governmental Organizations (NGO’s) and governmental partners at the local, state and federal levels, developing and implementing focused training and building local capacity.

The person in this position will work from a remote home office. Preference will be given to candidates based in or willing to relocate to Connecticut, Maine, New Hampshire, Massachusetts, Rhode Island, Vermont, New Jersey, New York, Illinois, Indiana, Michigan, Minnesota, Ohio or Wisconsin.

Responsibilities:

Responsibilities will include, but are not limited to:

Field Response (40%)

Serve as primary contact for disaster related events as assigned
Work as a Disaster Liaison during ASPCA disaster field responses
Assess needs on the ground, communicate needs to leadership and make recommendations
Prepare situation reports, summaries, narrative statements and analyses of events
Assume Incident Command, Safety Officer or other leadership role(s) as assigned
Deploy to criminal and non-criminal cases in needed capacity as assigned
Drive company-owned vehicles and pull trailers during field operations as needed
Collaborate with Field Response & Planning on after action debriefs
Other duties as required

Partnership, Preparedness/Strategy (30%)

Assist in maintaining the ASPCA’s national disaster monitoring program and providing real time updates on impending severe weather
Build positive relationships with the emergency management community and animal welfare agencies and assist them in planning for disasters
Develop and maintain key partnerships to enhance strategic response opportunities
Develop and maintain key partnerships to enhance field operation capabilities related to disaster response
Assist local communities and states in the development of capabilities for animal response teams
Interface and collaborate with members of other ASPCA teams routinely during course of regular duties
Assist in developing strategy for allocation of disaster response grant funds
Serve as primary contact for partner organizations and program-related inquiries within assigned region

Training (20%)

Develop an annual training calendar to achieve ASPCA training priorities
Design and/or conduct focused training workshops, webinars and other presentations to advance local knowledge base of disaster preparedness and response topics
Mentor newly trained staff and responders, when appropriate, and conduct workshops or provide other presentations to animal welfare professionals, in effort to expand knowledge of ASPCA’s response capabilities and field operation protocols
As safety officer, conduct just-in-time training for staff and volunteer responders during field operations
Provide leadership and represent the ASPCA at professional meetings, conferences and trainings

Management & Administration (10%)

Develop and implement annual professional development plan
Develop and maintain a monthly reporting system and provide reports to managing Director
Actively market ASPCA’s response resources and disaster preparedness tools
Operate in alignment with our Core Values of commitment, ownership, team, elevate and impact
Assist in the development and annual updating of Standard Operating Guidelines (SOG’s) and Standard Operating Procedures (SOPs) for disaster response activities

Qualifications:

Exceptional interpersonal communication skills
Strong teaching and presentation skills
Proficiency in administrative and computer skills
Strong written and verbal communication skills
Must demonstrate professionalism, particularly while under pressure
Strong organizational skills with attention to detail
Animal handling during field operations
Experience pulling together diverse staff with varying skills and credentials to accomplish a task
Ability to effectively influence and direct others
Ability to build collaborative relationships and work collaboratively with internal and external partners
Must be able to lift up to 50 pounds with assistance
Must be able to work long hours in inclement weather and unpredictable conditions due to the nature of disaster response and field work
Must be able to work weekends, evenings and holidays, as required, with extensive travel (up to 40% travel may be required)
Must be available to deploy on short notice
Must provide a valid driver’s license upon hire and pass a motor vehicle history check demonstrating a safe driving history. As part of the driving requirements of this role, must also pass a Department of Transportation Medical Exam
Must be comfortable pulling large trailers (30’) and driving long distances
Must be able to wear a half- or full-face air purifying respirator (APR) as required for personal safety
Must be comfortable riding in and operating a small boat with motor
Must be able to wade, swim and float safely in water during training exercises and field operations
Must be able to obtain and maintain a forklift operator certification
Willingness to follow ASPCA safety protocols and industry safety guidelines

Compensation and Benefits:

The applicable target hiring range for this remote role is based on where the employee works, which for remote roles is the employee’s primary location of residence, and its respective cost of labor. We have organized the U.S. varying costs of labor index into three geographic zones. As a point of reference, below, we have included our ASPCA locations by geographic zone to illustrate what the hiring range would be in each of the following areas.

Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and staff compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future.

Zone 1: $72,000-$76,000 annually
Zone 2: $79, 500-$84,000 annually
Zone 3: $87,500-$92,500 annually

Education and Work Experience:

High School Diploma (Required)
Experience handling domestic animals in a shelter and/or professional field setting preferred, Incident Command System (ICS) and National Incident Management System (NIMS) training certification o ICS-100, ICS-200, IS-700, and ICS-800 required, o IS-300, IS-400, IS-111A, IS-10A and IS-11A certification preferred, Previous experience managing people or projects preferred, Technical rescue background (examples: ropes, water, fire, confined space, search and rescue or other) preferred, Three (3) years’ experience managing disaster or emergency response work required, Three (3) years’ experience working in field operations during natural disasters or other emergency response required, Working knowledge and ability to assimilate and teach the principles of animal emergency management, disaster preparedness, the Incident Command System (ICS) and the National Incident Management System (NIMS) required, Working knowledge of animal welfare and animal disaster issues preferred, Working knowledge of local, regional, state and federal emergency management systems and community disaster preparedness required
