The Center for Creative Land Recycling (CCLR) is the oldest national non-profit organization pioneering infill development and land reuse to promote human and environmental health and economic revitalization. Our mission is to advance communities’ sustainable and equitable reuse of underutilized and environmentally-impacted, or brownfield, properties.
Through training and technical assistance, CCLR offers communities the tools needed to turn blighted properties into community assets including housing, open spaces, and commercial properties, thereby creating jobs and local tax revenues. CCLR engages stakeholders from all sectors and disciplines in creative partnerships that promote collaboration and innovation in sustainable development.
CCLR is a national organization. This position will join CCLR’s program team serving EPA Regions 9 and 10, including Arizona, California, Hawaii, Nevada, Washington, Idaho, Alaska, Oregon, and tribal nations. This position requires physical residency in Region 10.
Senior Brownfield Finance Consultant (SBFC)
Now is a great time to join CCLR as a brownfield specialist. This position will report to the Executive Director or her designee and support the delivery of technical services to communities working to assess, clean up and redevelop underutilized and potentially contaminated brownfield properties. This position fills a critical role in the organization and the SBFC must be able to juggle multiple tasks and deadlines, work independently, exercise good judgment, and be flexible with shifting workflows depending on program priorities. The SBFC will: a) respond to requests for technical assistance around grant applications for site assessment and cleanup; environmental and reuse planning and regulation; reuse alternative analysis, such as renewable energy, housing, infill, open space and more; b) support in-person or virtual events and trainings, including recruiting speakers and giving presentations. We are particularly interested in a candidate with expertise in financial pro formas and market studies, developing funding matrices, and ability to explain and support the development of capital stacks that layer and sequence different sources of public and private funding.

Primary Duties and Responsibilities
The Senior Brownfield Redevelopment Consultant will perform a range of technical support activities in keeping with their qualifications, which could include:
Technical Assistance Support: Assist in delivering technical assistance on such topics as community engagement, site inventory and prioritization, planning reuse, and remediation options. Track requests, service delivered, and outcomes.
Funding and Financing: Development of funding matrices and resource roadmaps, and ability to explain and support the development of capital stacks that layer and sequence different sources of public and private funding.
Economic and Market Analyses and Financial Modeling: Helping communities analyze the economic viability or market potential of their land reuse visions through ROI modeling, development, operating, and income property proformas, and market analyses.
- Conceptual Site Design Helping communities visualize and understand end use potential using visual tools such as 2D and 3D renderings and schematics and assessing barriers and constraints to reuse.
EPA Multipurpose, Assessment, Cleanup (MARC) Grant Review: Review, edit and guide eligible applicants applying for MARC grants.
Grant Management: Support EPA grant awardees with grant management, including work plan modification, budgeting, reporting, etc.
Training: Develop content for and execute in-person and/or virtual workshops, webinars, and conferences in EPA regions 9 and 10. Event topics could include, but are not limited to: remediation strategies, sustainable redevelopment, affordable housing development, community engagement, reuse of infrastructure, environmental justice, reuse financing, and developer engagement.
Case Study Development: Work with CCLR’s communications team to develop and disseminate case studies (blogs, infographics, short videos, etc.) that spotlight redevelopment stories, successes, and reuse champions.
Qualifications
The successful candidate will have the following minimum qualifications:
- Bachelor's degree in urban design or planning, landscape architecture, or engineering field.
- A minimum of eight years of experience in working with public and private sector stakeholders in land reuse or environmental planning and/or brownfield redevelopment.
- Experience with a broad set of software and web technologies including Microsoft Suite, GSuite, survey and polling apps, Zoom and other video conferencing platforms. Experience with Salesforce and Arc GIS a plus.
- Expertise in federal, state and philanthropic funding for stacking and sequencing project financing.
- Understanding of current policy trends related to land use, sustainability, community development, urban design, and climate change, including climate adaptation.
- Experience in developing and delivering training and presentations.
- Exceptional organizational, written, and oral communications skills
- Excellent interpersonal skills and ability to work both collaboratively and independently.
- Willingness and ability to travel across the country as needed, some weekends and evenings required.
- Preference for candidate being located in EPA Region 10 (Washington, Idaho, Alaska, Oregon, and tribal nations)
- The candidate must meet the criteria of an independent consultant, including a business license, insurance and a diverse client base.
Compensation and Benefits
Applications will be reviewed on a rolling basis. The candidate will work remotely. The position offers flexible hours and availability will be matched with work assignments to be performed under a scope of work. Hourly independent consultant rates are set by EPA and are currently $93.53 (as of January 2025). CCLR is an equal opportunity employer that highly values diversity.
